If it a brand new wheel he has then it should work although sometimes you can be unlucky and get a dud but I think you should exhaust all options before returning the wheel. If he is returning the wheel then that is fine but I still think he should do what I suggested first. We always assume players do everything right and they sometimes don't so going back to basics I believe is always the best policy. It certainly would not hurt and could help.
